A project conducted by the Centre of Studies on Tobacco and Health (CETAB), linked to the National School of Public Health Sergio Arouca (ENSP) of Fiocruz, with resources from the Ministry of Health, in collaboration with the Secretariat of the Framework Convention for the Control Tobacco, and the partnership of the National Cancer Institute (INCA), the Pan American Health Organization (PAHO), the Tobacco Control Alliance (ACT), the International Union Against Tuberculosis and Lung Disease and University of Bath.

The paper was distributed at the International Meeting on Good Governance in Tobacco Control, Bangkok, Thailand. The meeting was organized by the Southeast Asia Tobacco Control Alliance (SEATCA).
